He hooked up the Gelid Icy Vision to the GPU's fan header, but the Gelid Icy Vision doesn't support RPM control through the regular PWM headers.
At 6:45, Linus even mentions that it sounds exactly the same at 100%
He should've hooked it up to a 3-pin fan header on the motherboard and control it through voltage control (by bios or Speedfan)
The interesting thing about this cooler, is it's ability to cool efficiently at very low speeds:
